EXCELLENCE Awards

Councils are invited to submit entries to the 2018 LGNZ EXCELLENCE Awards.

The EXCELLENCE Awards are open to all of New Zealand's 78 local authorities and applications must be submitted by a council that has led or had a significant involvement in the project or programme. Applications should be written and submitted using the relevant template.

Please note that entries for the Award nominations open on Tuesday 27 February. Registration of interest is to be submitted by Friday 30 March. Entries close Friday 20 April.

 

Award Categories

The LGNZ EXCELLENCE Awards recognise and celebrate excellent performance by councils with regard to best practice governance, asset management, community engagement, environmental impact, economic development, cultural vibrancy, and overall performance excellence and community outcomes.  The Awards will be judged on a combination of general and specific criteria.  

From 2018 enhancements to the Awards programme have been made, including the introduction of one new award and revised criteria for all awards to incorporate best practice and components from the CouncilMARKā„¢ excellence programme's four priority areas.

It is important to note that councils who have yet to participate in the Programme are at this stage still eligible to apply for the EXCELLENCE Awards.


Specific awards criteria

EXCELLENCE Award for Best Practice in Governance, Leadership and Strategy

This title will be awarded to the council that has made significant contributions towards innovative and successful local governance, leadership and strategy arrangements that have significantly affected a council's culture, strategic direction or outcomes.

Specific criteria:  

The programme or processes have demonstrated one or more of the following:

  • The council demonstrates a collaborative approach in the development of its vision, goals and strategy that are clearly articulated and publically available.
  • Council planning, decisions and activities are well aligned with the council's vision, goals, strategy and Long Term Plan.
  • The council exhibits robust governance structure practices and procedures.
  • The council has built a strong organisational culture or capability through means such as organisational design, human resource management, and capability development.
  • There are strong links between a council's strategy, financial decisions and public engagement.

 

EXCELLENCE Award for Best Practice in Service Delivery and Asset Management

This title will be awarded to the council that has managed its service delivery and core infrastructure in a manner that meets best practice and has resulted in better economic, social and/or environmental outcomes for their town, city, district or region.

Specific criteria:

The project or programme has contributed to one or more of the following:

  • Increased efficiency and effectiveness of local and/or regional services and infrastructure.
  • Services and investment are aligned with the council's strategic priorities and are based on sound business cases that include financial implications.
  • Improved the stewardship of local and/or regional services and infrastructure through collaborative approaches.
  • Contributed to strengthening infrastructure resilience to address challenges such as changing demographics, climate change and adverse events.

 

Fulton Hogan EXCELLENCE Award for Community Engagement

The winner of this award has undertaken a project or programme that has made a positive impact on the community in their town, city, district or region and encouraged effective engagement and participation.

Specific criteria:  

The project or programme has demonstrated one or more of the following:

  • The council has made a significant improvement or developed an innovative approach to the way it engages with its community.
  • The council has made a positive contribution to the quality of life of a community or communities within its jurisdiction.
  • The council involves multiple sectors or groups within the community, including media and has meaningful engagement with iwi/Maori.
  • The council uses innovative tools, ideas and practices to enhance engagement with its community.

EXCELLENCE Award for Best Practice Contribution to Local Economic Development

The winner of this award will have led, or is leading, a strategy, programme, delivering measureable actions and outcomes contributing to the economic advancement of their town, city, district or region.

Specific criteria:

The strategy, project or programme has contributed to one or more of the following:

  • Businesses and talent choosing to base or relocate themselves to the town, city, district or region.
  • Increased investment in the town, city, district or region.
  • Reduced compliance and regulatory costs for business and investors, making it easier for businesses to operate. 
  • Resulted in increased employment.
  • Resulted in the creation of one or more strong partnerships.
  • Resulted in long term sustainable economic growth.

 

Air New Zealand EXCELLENCE Award for Environmental Impact

The winning council will have developed a significant strategy, project or programme that has made a positive and measureable contribution to the quality of the environment in their city, town, district or region.

Specific criteria:

The strategy, project or programme has demonstrated one or more of the following:
  • Measureable environmental improvement or significant improving trends, including sustainability, biodiversity, climate change, waste management.
  • Iwi/hapu involvement as partners or contributors.
  • A collaborative approach with stakeholders and significant buy-in from relevant communities.
  • Use of innovative technology or solutions to achieve results.
  • Integration of environmental goals into strategy and activities.

Creative New Zealand EXCELLENCE Award for Best Creative Place

The winner of this award will have contributed to, or is contributing to, a more prosperous and vibrant town, city, district or region by incorporating arts and culture in local services, amenities and infrastructure.

Specific criteria:

The arts and culture strategy, project or programme has demonstrated one or more of the following:
  • Vision and leadership by a council in developing, implementing and evaluating strategic cultural planning, in particular where initiatives relate to overall integrated planning and reporting.
  • Strategic planning involving one or a combination of art and cultural forms.
  • Community and stakeholder engagement that utilises best practice or innovative approaches to inform council planning.
  • Achieved the intended goals of the strategy, project or programme by realising measurable cultural outcomes.
  • Identifies, assesses and leverages the town, city, district or region's cultural assets and resources.
  • Embodies accessibility, diversity and inclusivity, for the benefit of the town, city, district or region's communities.

Minister of Local Government EXCELLENCE Award for Outstanding Contribution to Local Government 

Kindly sponsored by Te Tari Taiwhenua Internal Affairs

This award will be presented to one or more individuals who have made an outstanding contribution to local government.  

This Award will be chosen by the National Council of LGNZ. Both National Council and LGNZ will be able to put forward nominations. This award will not be open for nominations to councils like the project awards above.

 

MartinJenkins Judges' Choice Award for Performance Excellence and Community Outcomes

Drawn from all finalists, one council will be presented with the Judges' Choice Award in recognition of their outstanding delivery of best practice value and services to their community. This award will recognise the increased value, benefit or improvements to the overall well-being of the people within their town, city, district or region, delivered through outstanding best practice governance, asset management, community engagement, environmental impact, creative or economic development strategies, projects and initiatives.
